Charlie Bailey
Director, Programs
Charlie Bailey has over a decade of experience in program management and international development, with a focus on agriculture, conflict mitigation, and policy analysis. His experience includes working on activities ranging from grassroots and community-led interventions to ministerial-level support and capacity building.
Bailey joined CNFA in 2019 as a senior program officer supporting projects in Georgia. As director, Programs, he currently manages program implementation for the USAID Resilient Communities Program in Georgia and the USAID Economic Foundations for a Resilient Armenia Activity in Armenia.
Prior to joining CNFA, Bailey managed a portfolio of programs across Mali, Benin, Jordan, and Senegal for private foundations and U.S. and international donors, including USAID, USDA, and DFID. These programs supported topics ranging from gender equity and civic engagement to early-grade education and peacebuilding. Bailey also served as a national security analyst for SAIC, providing crisis planning support, humanitarian assistance training, disaster relief, and consequence management at the state, federal, and international level.
Bailey holds a Master of Arts in Law and Diplomacy with a focus on Development Economics and Human Security from the Fletcher School at Tufts University and a Bachelor of Arts in Political Science from Duke University. He also served in the Peace Corps as a natural resource management volunteer in Mali and speaks intermediate Bambara and French.
